Project Description

Problem Statement

Agency Tender Evaluation Committee needs to award ICT contracts to suppliers who are the Best, Fastest, Cheapest and reliable during ICT procurement. However, due to the lack of comprehensive data points and evaluation mechanisms, coupled with limited access to Digital Governance Portal (DGP), insights into supplier performance, past suppliers' ability to meet delivery on time, and performance standards were not readily available and widely accessible.

Our Solution

The team followed a structured problem formulation process in 4 stages:

  1. Problem evaluation
  2. Stakeholder analysis
  3. Defining key objectives
  4. Collection and analysis of existing data

We also had to identify the gaps in data availability and through constant engagement with procurement officers, project team members and a few evaluation committee members, we were able to understand the key challenges faced by them in their supplier evaluation process.

We obtained the data set from DGP (our source of truth) to assess suppliers i.e. based on performance matrix and analyze on the data gaps with this data source available.

Eventually, the team decided to develop a AI driven data dashboard to make data easily accessible to all WOG users to make well-informed decision based on reliable and credible source of information.

Impact

After our user engagements and further deliberations, the team created a pilot version of a user-friendly AI driven WOG Supplier Feedback Dashboard to visualize suppliers' weakness and strengths. Customizable filters were also available to view performance trends by year and project categories. A hall of reminder is also incorporated within the dashboard to ensure that the project/delivery managers provide comprehensive and up to date supplier feedback for the AI dashboard's sustainability.

Next Steps

In our next steps of the dashboard development, we intend to:

  • Do side-by-side comparison of suppliers
  • Potentially rank them based on the delivery timelines, service quality and technical capabilities
  • Enable TEC to benchmark suppliers against peer vendors and against their industry standards
  • Incorporate AI driven recommendations to suggest supplier shortlist based on users preferred criteria for selection
