Enhancing Citizen Engagement with "PigeonPost"

Effective citizen-government communication is crucial, yet current methods in Singapore have challenges from information overload and lack personalization in communication preferences. Citizens receive generic messages, leading to disengagement, while government agencies struggle with audience segmentation and engagement tracking.

Introducing "PigeonPost"

A Telegram Bot designed to personalize citizen communication preferences while equipping agencies with insights for targeted messaging and policy-making.

Challenges

  1. For Citizens:

    • Overwhelming, untargeted government messages
    • Low engagement due to lack of relevance
    • Missed opportunities for services and programs
  2. For Government Agencies:

    • Limited ability to tailor messages to citizen interests
    • No engagement tracking or audience segmentation
    • Inefficient resource allocation

Solution: "PigeonPost"

A streamlined, two-way communication platform that:

  • Allows Citizens to Customize Preferences – Receive only relevant updates
  • Enables Targeted Messaging for Agencies – Improve outreach effectiveness
  • Tracks Engagement Metrics – Data-driven insights for better decision-making

Key Features

  • QR Code Onboarding – Easy access to collect Citizen profile and preference
  • Personalized Updates – Citizens can choose what they receive based on interest
  • Analytics Dashboard – Agencies track engagement & refine messaging
  • Data-Driven Decision-Making – Informed policy adjustments

Impact

✔ For Citizens: Less clutter, more relevant info, increased engagement
✔ For Government: Smarter communication, better resource use, improved citizen satisfaction

Future Roadmap

  1. Prototype & Hackathon – Develop core features
  2. Product Refinement – Enhance usability, multi-language support
  3. Pilot with Agencies – Test real-world effectiveness
  4. Expansion & Integration – Link with LifeSG, and other messaging channel and onboard more agencies
  5. Ongoing Improvements – AI/ML-driven enhancements
