THE PROBLEM

GovTech faces twin challenges in Objectives and Key Results (OKR) implementation:

  1. Tooling Gap:

    • No user-friendly tool for creating & updating OKRs
    • Lack of visualization on progress
    • Unclear focus
  2. Cultural Barriers:

    • Inconsistent grasp of OKRs
    • Writers' block - untapped AI potential
    • Insufficient community engagement impeding adoption of 'true OKR spirit'

OUR SOLUTION FOCUS

We aim to transform OKRs from being an administrative burden into a catalyst for growth-mindedness:

  1. Technical Innovation:

    • Develop an intuitive OKR tool that enhances goal-setting and cross-team alignment, leveraging AI tools to spur innovation and learning
  2. Cultural Evolution:

    • Foster an OKR-driven culture in GovTech through:
      • Peer-led knowledge sharing from identified "OKR champions" to inspire and boost motivation on what good looks like!
      • Using AI assistants to make drafting OKRs less intimidating
      • Centralised, crowd-sourced repository of practical resources for learning and adoption

OUR PRODUCT

Introducing the OKReators Suite:

  1. Create - Input tool, assisted by AI OKR coach
  2. Focus - Executive dashboard with insights on progress, dependencies, critical paths
  3. Collaborate - Community hub with stories, tips

... which we have partially rolled out to 15+ divisions in our SCG cluster, with ongoing user feedback.

WHAT'S NEXT

In the long term (1-3 years), we envision this tool could be taken up by whole of GovTech (~4k officers), and even made available to whole of government (100k+ officers).

In the immediate term (next 6 months), we are targeting a full launch and adoption in SCG cluster (~400 officers) - as we move from POC to POV stage.

What we need:

  • Leadership sponsorship
  • Product refinement via user feedback
  • Collaboration with CIO Office for POV stage

Measures of success for POV stage:

  • Effective OKR adoption to drive high org performance
