Problem Statement

How Might We empower public officer to easily identify and take the right learning when addressing competency gaps and planning for career progression, so they have a positive learning experience while achieving their personal growth goal.

Insights / AHA Moments

1. Fragmented Learning Landscape

  • It can be very confusing for public officers to search for courses as there are multiple public service learning channels – CSC Portal, LEARN, Digital Academy, Cumulus/HRPS.
  • Lack of integration creates redundant searching efforts
  • Time wasted switching between different platforms

2. Limited Recommendation Intelligence

  • While some channels offer basic course recommendations, they lack of sophisticated recommendation algorithms common in modern digital services like Netflix/Youtube
  • No personalised learning pathways based on career goals and interests
  • Missing out on data-driven insights that could enhance learning experiences

3. Competency Mapping Challenges

  • Public officers are not sure what courses to take as they may not be sure which courses are suitable for which competency level.
  • It is time-consuming for the Learning Designer (LD) to tag the courses to the competency and its level(s). Currently LD will tag the courses by evaluating and understanding the course syllabus, content, and user feedback.
  • Officers cannot easily see how specific courses will help them advance to their next career level or role

  • Automated competency gap analysis through HR system integration
  • Real-time tracking of competency development progress
  • Predictive career pathway mapping to next role level

2. Aggregates courses catalogue

  • Single access point to all course offering from public service learning platforms such as CSC Portal, LEARN, Digital Academy, Cumulus/HRPS so that public officers can search and enroll for courses in one platform
  • AI-powered course matching based on competency framework

3. Personalised Learning Experience

  • Machine Learning driven for personalised course recommendation for the officer based on the agency's competency framework, officer's competency gap and the course outline, instead of using tagging of course to the relevant competency and its level.
  • Adaptive learning pathway that automatically update course recommendation when competency change.
  • Allow officers to manage their learning journey and track their progress towards their next career progression through visual dashboard
