  2. Youth Engagement Decline: NYC is experiencing a downward trend in participation and engagement among youths aged 15-20 years old.

  3. Follow-up Effectiveness Gap: Current outreach methods, particularly email marketing campaigns, are failing to maintain consistent and meaningful connections with young people.
