Enhancing MySkillsFuture for Singaporeans

Better encourage Singaporeans to enrol for SSG courses and to use their SkillsFuture Credits by introducing personalised course fees with SFC offsets based on Individual’s SFC balance, to allow simpler understanding of course fees upfront

Background

  1. SSG has a one-stop portal called MySkillsFuture (MySF) to facilitate Individuals to upskill in their lifelong learning journey. On this portal, Individuals can search for SkillsFuture Credit Eligible courses on the Course Directory, and check and submit SkillsFuture Credit claims to pay for the courses.

Problem 2. Today, it is noted that a high number of Individuals tend to drop-off from MySF portal when searching for courses, leading to low course enrolment rates at 2.5%. In addition, only 26% of eligible individuals have used their SFC as of Dec 2024.

  1. Our goal is to increase the enrolment rate by 5%.

  2. Based on our surveys conducted to 100 individuals on their concerns for not wanting to enrol in courses, 32% of Individuals surveyed cited expensive course fees and unsure of final course fees upfront since the current course fees shown on MySF portal are not clear on the type of grants applied and whether SFC offsets are included.

Solution 5. The team’s solution hypothesis is to enhance the course listing on MySF portal by introducing personalised course fees after SFC offsets and to test whether Individuals would be more willing to enrol in courses and use their SFC. This will allow simpler understanding of courses fees upfront. We propose to solve SFC concerns first as majority of Singaporeans have SFC as compared to other types of grants.

Impact 6. This will benefit all Singaporeans aged 25 and above who have SFC (~2.6M Individuals).

Analysis 7. Unknown risks and assumptions include: a. Assumption #1: Individuals expressing interest in courses will end up enrolling in the courses. b. Assumption #2: Individuals find courses expensive and drop off without realising SFC could be applied. c. Unknown: Course fees may be subjected to other grant eligibilities in addition to SFC offsets and eligibilities vary across different Individual demographics - Require further exploration with SSG business divisions and more data.

Test Validation Conducted 8. 150 Individuals were asked for feedback/preference of the current and enhanced course listing pages. a. Current - Control Group (A): Display course prices with no SFC shown. b. Enhanced - Variation Group (B): Display course prices with SFC balance and SFC offsets shown.

  1. 70% of Individuals expressed higher level of confidence in the enhanced course fees and higher likelihood of enrolment.

Future steps for your project 10. The proposed enhancement on course fees is designed for quick POC to determine if course fees is an important criterion for course enrolments. The POC can be scaled up to explore additional enhancements to address other findings from the surveys. Support from MySF and SFC Business Owners are also needed to scale both MySF and SFC for seamless integration.
